Spire Global, Inc. is a small but swiftly growing technology company that is changing the world with space data and analytics. Founded in 2012, Spire designs and operates one of the largest satellite constellations in the world (we just celebrated the launch of our 100 th satellite), which it uses to gather maritime, aviation, and weather data. The company owns the entire stack from custom hardware to customer APIs.

Operating in four countries across three continents, Spire is a truly international company. We are looking for highly motivated team players who will help us continue to grow on the ground, and in space. We are seeking a skilled and motivated Regulatory Counsel to join our in-house legal team. Your key responsibilities are:

  1. To obtain all licenses necessary to launch and operate our satellite system and operate our earth
  2. To set and execute the strategy for obtaining those licenses and coordinating spectrum faster, cheaper,
    and with less risk;
  3. To create competitive advantage by understanding upcoming changes to the regulatory landscape so
    we can navigate them faster than everyone else.

Responsibilities of your role:

  • File for all FCC licenses including earth and satellite station licenses, amendments, and modifications 
  • File for all NOAA commercial remote sensing licenses 
  • File licenses in other jurisdictions where required or desired 
  • Provide all required updates, audits, reports, notices, and other correspondence to regulatory agencies 
  • Review documents related to radio frequency spectrum and ITU rules 
  • Coordinate Spire’s radio frequency spectrum use with other commercial and government (particularly U.S. Federal) users
  • Participate in ITU working party and regional working group processes to positively influence ITU Radio
  • Regulation, recommendation, and report changes that may affect Spire
  • Review and manage all of Spire’s ITU filings and respond to all administrations’ coordination requests regarding those filings
  • Formulate positions on legislation, rule-makings, and other government actions and a strategy to influence such actions to Spire’s benefit 
  • Function as regulatory intelligence officer by reviewing license filings of other parties to have a full view of the orbital and spectral environment in which we operate. Spire wants to know what people are doing in competitive and adjacent areas and why they are doing it 
  • Set and continually update Spire’s strategy in terms of how, where, and when it seeks required licenses, optimizing for chance of success (primary), speed to success (primary), and cost (secondary) 
  • Participate as Spire’s representative in all regulatory-related trade associations Spire belongs to
  • Manage outside regulatory counsel 
  • Support other legal functions as necessary 
  • At the end of the day, it is relatively simple: get Spire’s satellites into space 


  • Active member of a Bar 
  • Graduate of top tier law school 
  • Experience in FCC/NOAA work 
  • Understanding of ITU rules/regulations, radio frequency spectrum, and orbital debris 
  • Experience in foreign regulatory work is a plus 
  • This position is based in Washington, DC. Some travel required.
